Senior Business Analyst (SME)
The SME Business Analyst provides functional and technical expertise to support mission-critical Department of Defense (DoD) casualty and personnel systems across the full system lifecycle. This role serves as the primary liaison between functional stakeholders, program leadership, and technical teams to ensure system capabilities align with operational requirements, statutory reporting needs, and user expectations.
The SME Business Analyst leads requirements analysis, business process improvement, data validation, and user engagement activities supporting system modernization, cloud migration, and ongoing operations within a secure AWS GovCloud environment. This position operates within an Agile and DevSecOps framework and supports compliance with DoD Risk Management Framework (RMF), cybersecurity requirements, and Zero Trust principles.
This is a remote position with occasional onsite travel possible.
Required Qualifications
Bachelor’s degree in Business Administration, Information Systems, Computer Science, or related field (or equivalent experience).
Minimum 8–10 years of experience as a Business Analyst supporting enterprise IT systems.
Experience eliciting and documenting functional and technical requirements.
Experience supporting Agile software development and DevSecOps environments.
Experience conducting business process analysis and developing workflow documentation.
Strong analytical, problem-solving, and stakeholder engagement skills.
Experience with data analysis, reporting requirements, and system integration projects.
Familiarity with cloud-based enterprise systems and modern application architectures.
Knowledge of DoD or federal IT environments and compliance frameworks.
Ability to obtain and maintain a DoD Secret clearance.
U.S. Citizenship required.
Desired Qualifications
Active DoD Secret clearance.
Experience supporting DoD casualty, personnel, or mission-support systems.
Experience supporting systems hosted in AWS GovCloud (IL2–IL5).
Familiarity with RMF, NIST 800-53, and ATO documentation support.
Experience supporting data migration and legacy system modernization initiatives.
Knowledge of Zero Trust architecture and secure data handling practices.
Experience with requirements management tools (e.g., Jira, Confluence, or similar).
Certified Business Analysis Professional (CBAP), PMI-PBA, or equivalent certification.
Security+ or other DoD 8570/8140 compliant certification (preferred).
Experience facilitating user training and change management activities.
