Program Manager
The Program Manager serves as the senior leader responsible for the successful execution of a program supporting the U.S. Army Operational Evaluation Command (OEC). The PM provides strategic leadership, operational oversight, and mission integration across all contract activities to ensure seamless delivery of operational test support services. Acting as the primary interface with the Government, the PM ensures performance meets mission objectives while maintaining the highest standards of quality, compliance, and operational excellence.
Key Responsibilities
Serve as the central point of contact between the contractor team and Government leadership for all contract matters.
Provide the overall program leadership and management for all contract operations including data collection, field test support, logistics, and technical services.
Direct and coordinate multidisciplinary teams supporting operational testing activities across multiple CONUS and OCONUS locations.
Ensure effective planning, execution, and monitoring of program performance in accordance with the Performance Work Statement and Quality Control Plan.
Oversee workforce management, resource allocation, and operational readiness to support dynamic testing schedules and mission requirements.
Lead program reviews, operational planning sessions, and Government briefings.
Implement risk management strategies to ensure continuity of operations and mission success.
Ensure compliance with security, safety, and operational standards for all contract personnel.
Required Qualifications
A bachelor's degree is required.
10+ years of experience with military systems.
5+ years of experience in operation test and evaluation environments.
Demonstrated experience leading complex defense or operational test programs.
An active Top Secret security clearance.
